Quick question, why Cyber Twin Dragon? I have no clue as to how you intend to get out Cyber Twin.
I'd also consider this: -Sakuretsu Armor +Threatening Roar Sure Saku destroys a monster, but Threatening stops your opponent from attacking altogether.
And I'm gussing Chimeratech Fortress Dragon is your tech against the ever popular and various Machina builds?
Instead of Magic Drain, I'd run Dark Bribe. Bribe is just my preference, but I'd rather the spell/trap be negated and destroyed than give my opponent the chance for his/her card to still work.
So the revised build would look like this: Monsters: 17 2 Cyber Dragon 3 Thunder King Rai-Oh 3 Doomcaliber Knight 1 Effect Veiler 3 Banisher of the Radiance 2 Fossil Dyna Pachycephalo 2 King Tiger Wanghu 1 Spirit Reaper
Spells: 10 3 Book of Moon 2 Smashing Ground 2 Enemy Controller 1 Heavy Storm 1 Mystical Space Typhoon
Traps: 14 2 Solemn Warning 1 Solemn Judgment 1 Starlight Road 2 Royal Oppression 2 Dark Bribe 1 Mirror Force 1 Threatening Roar 2 Bottomless Trap Hole 3 Dimensional Prison
Side: 15 2 Neko Mane King 2 Chivalry 2 Mystical Refpanel 2 Trap Hole 2 Pulling the Rug 2 Crevice into the Different Dimension 1 D. D. Crow 2 Compulsory Evacuation Device
Extra Deck: 3 1 Chimeratech Fortress Dragon 1 Black Rose Dragon 1 Stardust Dragon

Sakuretsu is far superior given that I have six 1900 beaters and plenty of other destruction to go hand in hand with it.
Burden of the Mighty is unnecessary, check the STUN thread at the home page for why.
Cyber Twin is utterlulz. That's it. Dark Bribe lets the OTK format draw more OTK pieces, that's why I prefer Drain. Either lose a piece of set up or an OTK enabler. Also, given the spell counts in most decks these days, you're actually quite likely to negate.

Magic Drain > Dark Bribe
Dark Bribe + 100% garunteed negation - opponent draws a card - as Gigyas said, letting the opponent draw in an OTK format is bad
Magic Drain + makes a 1 for 1 trade off with spells, potentially more if the spell had a cost + if the opponent discards to force their spell through Drain, you're still coming out on top, especially if a cost was involved
