I'm sorry if you were confused by the thread, dear.
The most common way to get a Pae'il is by way of flatsale. These will take place normally in the main thread, or at least be announced there if they're being held elsewhere, say a major event thread. There are also raffles and games and custom slots, so there are lots of ways to get a Pae'il. The best way to learn is to check out the main shop thread, and feel free to ask questions there.
