I'm personally in favour of exile.

Here's my idea: we create a giant floating island to remain stationary over the Pacific. Then, we take every lunatic, sex fiend, gangster, hyper-goth kid, crooked politician, uber-Marxist and jackass that can't be reasoned with and we put 'em there forevar. That way we have a solution to the population problem, and possibly save the environment.

We could also permit prisoners access to the internet and encourage them to join on Gaia...but then they'd start knifing each other over gold.
