Nickname: Akuun (Bad Luck)
Reason for Nickname: Because of his interrupted and fractured Reigen and subsequent transformation into a feline, he gets renamed 'Akuun-kun'.
Age: Six lifetimes and 28 years
Eye Color: Amber
Eye Shape: Wide with a bit of a slant
Glasses or contacts?: Neither
Hair color: Slate
Hair length and style: Chin length, messy, with two locks on either side of his face falling to his collarbones. In feline form his fur is short.
Face shape: Oval
Skin tone: Tanned
Distinguishing features: He has a dusting of freckles on his cheeks and his shoulders. Numerous pale scars from fights litter his body liberally. As a feline he has a small white star burst over his heart.
Health Condition: Average. Hotsuma has a normal immune system, but is allergic to chocolate. If he ingests it he'll suffer with a horrible rash, his tongue and throat will swell and he'll have difficulty breathing. But after his accident his health is as well as any cat could be. His chocolate allergy morphed into a Flea Allergy, and whenever he gets bitten by fleas his fur starts to fall out.
Overall Constitution: Pretty normal if you ignore his allergy to chocolate, which he helps to control by being very careful of what sort of sweets he ingests. If he so happens to ingest something made with Cocoa he'll give himself a shot of Epinephrine, a medicine he carries no less than a dozen of at any given time. Before his accident he worked out pretty often since he was always training his body to become stronger and faster. After his accident DEUS crafted him a small voice-modifier that looked remarkably similar to a pet tag and collar. The device would manipulate a small amount of his reiki and allow his human voice to be heard whenever he 'spoke', if he activated it. This device was only crafted when the DEUS team who was assigned to his case noticed that his Reiki was twisted and tainted in a way that would take years upon years to straighten out and cleanse. Only a few people know about his newly disabled status.

Occupation: Former D4 Lieutenant, now a member of D11...sort of. He's more like the voice on the wind who passes useful information around.

Talents/Skills: Before Hotsuma was good at reading people and predicting the weather. Now he's even better at it because of his feline senses. He also had a fondness for growing vegetables in small pots in his home. Because of his transformation, what little time he's allowed to spend in his human form has gained the ability to prowl unnoticed, unless someone is scanning the area for Reiki. Then he kind of just stands out like a beacon.
Relationship skills: Taiga always came off as cold, unimpressed, and as someone who just didn't give a damn unless it was something important. But because he 'grew up' in a home where interaction was always at a minimal, the act became a habit until it was far too ingrained for it to change much. So he has very little social skills. Instead he chose to show his affection and thoughts through actions instead of words.
Habits: If he's interested in something he'll fall completely still and stare intensely at the object of his attention. Which tends to get a little creepy if it is a person. When he's annoyed he'll run his hand through his hair (or as a feline his ears will fold back to press against his skull). If something he deems unimportant pops up he'll ignore it completely.
Hobbies: As a human he enjoyed tending his veggie patch and making onigiri and sushi to eat while he read books or reports. As a feline he spends most of his time on the move, just people watching.
Virtues: Loyal, realistic, hard working, dependable.
Flaws: Awkward in social situations where words are better than actions, seemingly unapproachable, workaholic.
Overall Personality: Even though Hotsuma is trust-worthy and dependable, and sort-of gives good advice when asked, his over all appearance of being cold and unapproachable put a dampener on any loose social ties he might otherwise make. But to the people who've taken the time to get past his flaws and personality, he's a good person who truly cares for the people he works with, in his own aloof way.
Personality key question: How would your character spend a rainy day?: Rain or shine nothing will make Taiga break his normal daily routine. At dawns first light Taiga would wake and doing his morning ritual, a short prayer to those who fell in battle, before taking care of his bodily needs. He would then dress and head out to the training field where he would work out for three hours before returning home. He would then eat breakfast, shower, and head into work. He doesn't believe in days off for himself, since there was always too much to do. Now as a feline he would find shelter to wait out the worst of the storm, then go prowling around, perhaps head over to the DEUS headquarters to snag a bite to eat and...attempt to help them find a cure for his predicament.
How do they dress?: Formal uniform while working, and yukata's when he is having some 'down time'.
Favorite Sayings: "Is there a point to this prattle?", "....", "Have all the reports made it to my desk yet?" "...Meow..."

Abilities: Taiga was always good at Offensive strikes, hit them hard and leave them reeling as you finished them off. To him, speed and timing was everything. The longer the battle the less chance at surviving you had. That is to say, it wasn't that he was incapable of surviving a long encounter, it's just that by the end of it he's usually too tired to hold his katana up any longer. But as a feline there is very little he can do, except lead his opponents on a merry ghost chase.
Signature Technique: (you sure are aware of what a Signature Technique is! It's a unique ability your character possesses that is either the unique variation of an already existing move or a move never before seen -again- unique to them. It is often over-average in strength and later, evolved forms of this can range from downright lethal to plainly devastating)

Reigen name: Gensou (Illusion)
Container: A cloudy semi-clear pink quartz crystal earring.
Reigen false-form: Small balls of light that float around him.
Release: Burn away their convictions...Release Gensou!
Reigen false-form ability: Obliteration of the senses, Gensou attacks the enemies senses, erasing things that come naturally to a person, balance, hearing, sight, taste, touch, smell. People who have a high self-awareness or enhance themselves with Reiki have a higher ability to resist Gensou's ability. But the over all ability is a 'mind trick', meaning that if his opponent believes that what he is facing is real, then his mind will cripple his body and his own reiki will work against him. Any wound received will be inflicted by that persons own reiki.
Each ball of light represents a 'Sense' and combined with the other balls in various patterns, various things can occur. Taiga can create an earth quake by combining Balance, Sight, touch and hearing. He can make a person believe that they are drowning with touch, sight and an illusion of water.
Reigen true name: Gensou Nekomata
Reigen true-form: A large sleek feline of unidentifiable origin with a forked tail and mist curling around its form. The mist makes its shape warp and twist, with only its eyes, pink and glowing, remain wavering.
Release: Show them their fears, bring to life their terror. Unleash their inner turmoil Gensou Nekomata!
Reigen true-form ability: Unknown/ Unobtainable at the moment.
Gensou Nekomata was damaged as she was being released the last time Hotsuma summoned her. The resulting explosion as the container fractured caused a mutation in Hotsuma's Reiki, and his dying opponents final Reiki infused attack was the catalyst for change. When the smoke cleared all that could be seen was a half dead cat, a lot of blood, and a few slivers of quartz. When the area was inspected the Reiki was all jumbled up, tainted, and glowing the greatest was the feline, who 'felt' like both Hotsuma and his powerful Reigen in her true form.
DEUS suspected that when Gensou Nekomata was released and her container subsequently damaged, the Reiki lashed out even as the Reigen snapped back into the fragile container, further damaging it and causing more Reiki to leak out. The mixing of focused and unfocused Reiki caused an explosion that from there, most likely mixed with the natural Reiki of the battle site. Thus contaminating Hotsuma's Reiki and causing the mutation within him, which released Gensou Nekomata only partially. All of this happened within seconds of Hotsuma's Reigen's container initially taking damage.

Taiga- The human
- During a fight when he was in the middle of releasing Gensou Nekomata the sixth leveled Oni that he and his team was fighting managed to disrupt the release (by damaging the reigen container), causing it to backfire fire and mix with more reiki then it should have, which caused an explosion. During this disastrous accident his Reigen mutated and partially turned him into a non-mystical version of his Reigen in its true form, a sleek slate colored feline with two tails and a cracked quartz earring.
- Taiga's feline form is part badly activated Reigen. If he were to active his Reigen again he would return to human form for the duration of the activation. His active Reigen consumes his Reiki at a far greater pace then it had before. When he stops the release he reverts back to feline form.
- His new shape actually burns Reiki to survive, since the explosion would have killed him had he been any other person. If his situation were to ever be solved Taiga would find himself with a larger Reiki pool and a lot less control over his abilities and Reigen.
- Taiga is considered dead since only smears of blood and his katana was found when the dust cleared.
- It took Taiga two weeks to figure out how to work with his new body, and nearly a month to go to DEUS headquarters to 'ask' (read: Demand in various forms of feline speech) for their help.
Taiga- The Cat
- Has slate colored fur, amber eyes, a crystal earring in one furry ear, a forked tail, and a collar with a vocal device.
- Can speak the human language with the aid of the device but chooses not to unless it's important.
- Is greatly embarrassed by his current predicament.
- Has a fondness for tuna sashimi.

Basically, some all-around comments first: Although Taiga seems interesting, and like a creative foundation, I found his personality a little too all-over-the-chart. Elegant, yet vernacular, kind, yet cold, professional, yet... a cat who sounds like he enjoys laying around. What defines Taiga? If you could give him three predominant personality traits, what would they be, 1 word each? For example, "haughty, pessimistic, determined". Just in example, that is. It might help Taiga form better if there's a really concrete idea of what he'll be like, personality wise. I also found it a bit much that he's twice-cursed, unless it tied into his personality. I can see if he was really unlucky, and had general ill-luck, that being twice-cursed would fit in really cleverly. As it is, it seems more like the collar should only be necessary when he's IN his cat form.
I think my biggest question still relates to the cat form. Why would a move which removes the senses mutate into a cat-transformation? I can see an illusory ability, or a feral-fighting ability, mutating into a cat transformation, -maybe-, but on its own I really can't figure out how Taiga would become a cat. I think you have a nice beginning point, and a unique end-point, but that the middle needs some help so that the end-point sounds rational. It also sounds like, in that last section, Taiga is hardly ever a human. That seems problematic! Perhaps if you went with the idea that he only needs the collar in his cat-form, it would explain how you're able to use him for RP even though he's only human in his reigen. So, yeah, pleasepleaseplease ellaborate on why -exactly- a misfire would have turned him into a cat.
How can he be a member of Division 10 at all, if he is considered dead after his accident?
Have you asked Livie about making him a former Division 4 captain? He would have to be considerably strong to have passed the initial tests. It's probably a good idea to clear it with Livie, first.
Is there any way to get the "cat" info out early? I didn't see it in the health condition section, or anything, so initially it's confusing to see "feline senses" etc.. and not understand what it's talking about.
For the reigen, the container is pretty, first of all! Hehe. Apart from that, I think it's important you define exactly WHICH "senses" are affected. You have 3 examples, but it uses the word "like", which seems to indicate other senses might be affected. There's also a small discrepancy between two of the senses and the third one; balance is definitely not in the same group as sight and hearing, and you may want to stick to related senses? Is the reigen attack physical? How does it work? For example, if Taiga went into battle against someone with a melee shield, could they block it? Would it take a shield which could withstand intangible attacks? Could they dodge the balls of light? I just want to know the details about how this reigen works, essentially!

Changed Taiga's nickname, smoothed out some flaws that I noticed when I re-read his bio after not looking at it for a while. Altered the 'Accident' explanation a little under Gensou Nekomata's information.
