I'm assuming you mean the Item that unlocks Darkrai. Well it was given out September of last year. So you can't get it without Action Replay. Sorry holmes.

It's a Wi-Fi event. They just recently released Jirachi for the second time. Maybe Darkrai will be given out again too.

What you could do in order to get Darkrai is turn on the "Walk Anywhere" cheat and go to cresent moon island, then walk over to fullmoon island and get him.
Its technically not cheating since you didn't AR it.
I like to think of it as cheating the event not the pokemon.
You can do this for Shaymin as well.
