there is alot of programs out there i can share some with you that i know of.
inkskape
inkskape is a drawing program
gimp
gimp is a little more advanced drawing and photo manipulating program. for the most part gimp is being used as a replacement for the expensive photoshop program.

you can try open canvas 1.1 (other version aren't free) it's very simple but the tools are good.

SAI Paint Tool
You generally have to pay for it but theres a free trial
and if your one of those curious people... theres sometimes free download of it floating around the net..... but that one has less brush tools avalible...
It gives excellent line quality when doing line art with tablet, no more of those sketchy marks, just full clean and smooth lines

I live by free programs =^.^= except for my photoshop...but here are some other art programs for other art types.

Tierazon-1996 fractal art program. If you do not know much about fractals I found it was a fantastic base program.

Apophysis- A little more advanced fractal program.

Graphicsgale- I use the free version of this and I find it is a very useful pixel program.

make an account at sumopaint.com its a free online program and ill post a pic i made its more of a abstract 3d type pic but ive seen very very good anime style art from other members online.
