Actually, Scizor.
Back in G/S/C Scizor's Movepool was limited to nearly all-bug, but nowadays his Movepool has vastly increased
Going with his type, moveset and uses in each fight:
Type Steel Fighting: ONLY ONE WEAKNESS: FIRE
moves:
Aerial ace, Roost, Metal claw, X-scissor*
* = only required for one trainer
Falkner: Falkner will neutral damage scizor and scizor's ATK is enough to really dent the birds, but us steel-type moves if you have them
----with falkner your scizor's OT needs to be you hard to do with trades without someone else i know, but just read on before you deny it's worth the hassle
---teach your scizor ROOST, he'll need it
Against bugsy, well, if you somehow got aerial ace, use it.
---again it'll need to be your Own Pokemon
Against Whitney:
Enough said: just blitz her, but be careful of cute charm, it'll limit you, however you're normalled by Rollout and have roost so not to bad...just keep alive and eventually you'll land the deadly blow
Against morty:
Scizor s one of if not the wisest choices, moderatly fast, and massively powerful, it'll anihilate Morty if it goes first but be careful of Curse and Lick
Against chuck:
Heh another normal-damager, because bug weakens fighting, so go all out, and use A-ace, easy...
Against Jasmine is your real challenge: but if you worked on a cyndaquil as your started boom just use your quilava's flame wheel and flamethrower (wheel on magnets, thrower on steelix)
against Pryce, Use scizor to totally own with metal claw
Against Clair:
basically bring aback-up pokemon but use A-ace to the abusive level.
Against E4:
Will
simply do as you please, Scizor is perfect for HG/SS E4 Will
Koga
Aerial Ace and victory go hand-in-hand here, but be weary his foretres might explode on you
Bruno:
A-ace is getting to be a signature here, use it again
Karen:
Basically this is who you've waited for: X-scissor all of her pokemon to doom
one pokemon can do all of that without being hit super-effectively except by say a random flamethrower from clair's pokemon if they know it

I Recommend Slowbro
As a water/psychic type he has a nice defense/sp. defense and all over an amazing back-up pokemon when fighting the gym leaders such as trying to put them asleep and making a strong lead.

steelix is what i recomend. It is usful due to its defensesive capabilities.(the best it could possibly have is over 500 for defense) Although steelix are slow you can help them by giving them the choice scarf. this will double their speed but allow them to use only one attack. I use the choice scarf for almost all of my slow pokemon.
