This pagoda is where Kumogakure's Oinin and ANBU meet. Their are five levels within this pagoda. The first floor is the universal use of both the ANBU and Oinin. It has a kitchen to the left,equipment for them both in the middle,as well as a sleeping station to the right. Moving higher up the pagoda is the official Oinin Headquarters. This is where the Oinin go to gather missions from their Oinin commander, or set up missions. On the third floor is the training room for the Oinin. On the Fourth floor is the ANBU headquarters where the ANBU come to get missions from the ANBU commander or come to develop one.The last level is the ANBU's training grounds;which is more difficult to train in since the pagoda sways lightly from time to time.
