I think Cloud will. If we set aside the game mechanics, he is more versatile with his experience; Squall is too textbook.

Squall is a trained member of Seed specifically trained to take down Sorceresses. Cloud may be able to use magic, but he is far from the type of sorceresses Squall is trained to take down.
Squall may be a good fighter in his own right despite that, but his specialty is far different from SOLDIER style fighters. So I have to give the edge to Cloud.
