If you mean a place where people get starter pokemon and sometimes non-starters than he is an idea:
Create a lab that has Professor. People can choose from 3pokemon, but each 3pokemon won't be the same. Like have mix starters, and maybe put in a mewoth, growthlie, or some other pokemon in there. so from there, 1 of 3pokemon will go to a trainer, maybe the next trainer will see some pokemon from the previous trainer's choice. And so on.....Just no legendaries really.
Thats about it for my ideea.

If it a lab where we can get our starting pokemon, perhaps at can have a secret research section where after you get silver badges you can get one of your pokemon turned shiney. Like that one guy in the anime who made his sudowoodo gold, just without the crazy side effects.

Thats about it for my ideea. the proffesor will be Professor Rocket, but thats a good idea but not 3 pokemons cause those pokemons will need to be in some way really hard to get, thats why they will be able to get only on special events
