My first thought was something dirty, I won't lie. After a quick Google search though, it turns out it's really simple. Sorry this is not vegan:
Ingredients 1/2 to 1 teaspoon unflavored gelatin
Directions Thoroughly dissolve gelatin in 1 cup warm water. Keep refrigerated in sealed container.

Corn starch is very differentb from corn meal.
If you've ever played with hydrated corn starch, it's an interesting semisolid.

The first thing that came to my mind was aloe vera.
I had a bottle of aloe vera gel (commercial though so it had preservatives) for a while that made a great hair gel. You'd need to experiment with it to get the right consistency, but I'm sure you could use fresh gel from the plant, maybe add a little water. And aloe is super easy to grow.

I've heard you can use straight beeswax, but I'm not sure how much you'd want beeswax in your hair in the summer gonk
