On GTS I just received a level 100 Milotic (female). It is not hacked, due to it having maxed out beauty. It is from Japan, and has Japanese text for its name. Further research confirmed that this Milotic I received was apparently given away during the Saikyou Events held in Japan, this one being one of the 5 different Pokemon that were handed out.

Moveset:
- Surf
- Ice Beam
- Dragon Pulse
- Aqua Tail
(I am still modifying the moveset, so if anyone has any recommendations please post them)

Ew, level 100 Saikyou Milotic? The only problem I see with it is that it can't be re-EV trained. Regardless of that, the best moveset I've seen on a Milotic has been:

~ Surf
~ Ice Beam
~ Sleep Talk
~ Rest

You might think this to be a bit weird, but Rest not only grants your Milotic the ablity to absorb status effects (since it is willingly put to sleep), but also, the Sleep effect activates Milotic's Marvel Scale ability, boosting Milotic's Defense by 50%. All the while, Sleep Talk still lets your Milotic actively participate in the fight. Oh, and this thread is going to be moved to the Trainer's Academy subforum since you are asking for moveset help.
