I think it's just prooving a point that no matter how famous or 'smexy' (gag-barf) someone is, it doesn't make them President. I'm pretty sure it's making fun of him (Robert Pattinson). biggrin

I think it's about the respect meter, you respect the president and take his decisions and opinions seriously because even if you disagree with him they will affect you and he is the leader of a whole country. But an actor like Pattinson, mainly worshiped for being Edward Cullen the abusive fairy, does not deserve that much let alone more respect than someone running a country/with as much power as in the position of president.
Just a guess.

My point of view of why that 'could' be a joke is that... If you compare the pictures, Pattinson looks old and stressed with the signs of age under his eyes while the president, Obama, looks more youthful than Pattinson.
Pattinson's more stressed than the president of the United States? WTF!
