Tewi is an ancient Youkai with the power of giving luck. After all, it may be luck what keeps her young. She may even be older than Yukari.

It's actually theorized that she's the "White Hare of Inaba", a legendary rabbit from ancient folklore.
It fits with the overall folklore aspects of IN, since Kaguya is from the Tale of The Bamboo-Cutter.
