Decade could not only use his own abilities and form, but also those of his 9 Heisei-era predecessors. The data for his abilities and those of his predecessors was stored in cards... though he actually had to encounter and bond with the previous Kamen Riders to unlock the data on their abilities and forms.

Here's a more down-to-earth thought.

Sounds like a move some Fanboy/Fangirl would do.
So thusly, Wriggle is a big fan of Kamen Rider.
