This is my first time doing this and I was wandering two things, are the Twili considered a rare race and what would be a good witchery? (I have her in the Character Quests)

Twili are not a rare race, just uncommon except in certain places.

My esper has the Song of Soaring which in the game allows you to teleport to Owl Statues that you've visited before... but that's not useful in combat.
Can I be allowed to use it for flying attacks or being able to teleport around the battlefield. I'm thinking that my OC will be a Sheikah, and they had their ability to disappear in a flash of smoke. Maybe I can use that from the game and this power to pull it off?
