You don't actually obtain a Pokeflute but an application card extension on the Pokegear in which you must go through steps to obtain it in Kanto. Also, it is needed to wake up a Snorlax so that you can get to Viridian and Pewter City.
So what steps do I take to obtain it?
I think you need to get the Powerplant up and running. Then go to the town with the KANTO radio tower. (Forgot it's name) It's the same town with the pokemon cemetery. Talk to the people on the first floor of the radio tower and one of them should give you a radio upgrade. Thus giving you the pokeflut. Then go to your radio app. and move the little tuner to the top of the circle that's were the flut should be.
