From what I can remember, each player takes turns rolling three dice in a bowl, and if two die are the same, the third die with be the one use to bet. The player with the higher betting die is the winner. There are other dice combos, but that's the only one I remember. If the dice lands outside the bowl, its an automatic loss.

Each player gets three chances to roll for a special combination or a score. Usually the better goes first (is that a standard rule?).
In order to obtain a score, two dice must have the same number. Your score becomes the number on the third die. For example, a roll of 3-3-2 would give you a score of 2. However, a roll of 3-5-1 doesn't give a score at all.
In order to win, your score must be greater than that of your opponent's. However, all special combinations overrule scores. Special combinations include:
4-5-6 = Dice Thrower wins twice the bet amount.
1-2-3 = Dice Thrower loses twice the bet amount.
Three of any number except 1 (E.g. 5-5-5) = Dice Thrower wins three times the bet amount.
1-1-1 = Dice Thrower loses three times the bet amount.
If you don't get a special combo, then you win back the same amount of your bet.
If neither player obtains a score, a special combo, or if they recieve the same score, the game ends in a draw.

And remember kids, in true Suikoden fashion, if a group of strangers show up and want a ride in your boat you should make them defeat you in a game of chinchirorin first! xd

It's very simple once yoo get the hang of it. yoo roll three dice let's say there's a 2,2,6. YOur score would be six. or a 4,4,5 your score would be a 5 etc. then there's storms. whoever gets three ones. loses triple pf what you are betting. If you get the same three of anthing else yoo gain triple. you can also double it if yoo get 4,5,6, but you lose double if yoo get a 1,2,3.

That is a truly evil game. My suggestion, have people with really high luck in your party when you go to play this annoying game. Blah!
