I actually love it because it's the breaking point of the whole story. Until now we had one wizard who was slowly starting to get a grip of his power and was really realistic plus a lot of side characters who help him out sometimes. After ghost story we have a lot of people around Harry who have changed a lot after they had to take over Harry's duties, but they did take over and are bearing the responsibility. Harry dresden in Chicago simply isn't vital anymore. Those side characters are now their own people and they have a depth in their personality now we only saw in Dresden in book 4. Aside from that we now know that Harry Dresden is really not the upstanding white knight who never makes mistakes, but he doesn't really want to change the decisions he has made either. Ghost story was something where the way was what truly counted , not the goal (who killed harry) and for the goal the why turned out to be much more important than the how and that's really genius.
Through Lea's descrition of his killer, the consequences of his stunt with the vampire and that spirit thing that walks around as a little girl Harry also finally becomes truly aware of the fact that he could be a very dangerous enemy - and not necessarily one who always fights for the right side.
So ghost story is really about character development and the future, but without reading all the other books not too long before you won't understand much of it - hence the reviews from people who say they're disappointed because there was no action, or who wanted their knight in shining armor back.
