As Matasoga and the items offered from Gaia are always changing, the uniform idea has gone through periodic changes and it is possible that there may be some changes in the future though these will likely just be expansions.
Just as ever these have never been and will never be obligatory.

Requirements:
The new requirements are very similar to the previous ones. The requirements of the tailed coat, the fedora, and the cape, but options now are more explicit.

•The coat can be any from the following list: Banggai Cardinal Tuxedo, Dashing Gentleman's Onyx Coat, Dead Sexy Midnight Coat, Dutiful Butler's Black Coat, Gogh Reed (Dark Tunic), Kottan Bell Reunion (Coat), Lumiere Noire (Solar Eclipse Coat), Skipper's Black Coat, Spring Groom, or Wed to Darkness.

•The cape may be any from the following list: Black Musketeer Cape, Colonial Cape, Compass of Seidh (Valkyrie Cape) Compass of Seidh (Wounded), Dark Cape, Enchanted Book (Majestic Black Cape), Grave Danger Spectral Shroud, Hidden Ace (cape), Hidden Ace's Ace of Club (cape), Lunar Cloak, Picolitroso's Urn (Velvet Cloak), Silent Night (Half-Cape), The Nightmare (Bawa Cape), Trick or Treat Cloak, Wicked Torn Cape, and Witch Cape.

•The hat may be the Black Zoot Suit Tappa, Forteanagoria (MIB's Hat), Heartless One(Heartless One), The Wasp, Modus Operandi (Detective Wolfe's Hat).

EDIT: Because keeping up with all items is a bit taxing, the lists of capes and tailcoats is not necessarily wholly comprehensive. If you see an item that is a black (or mostly black) cape or tailcoat, you may PM me about it or ask here to attempt to get it approved.

Add-Ons:
Certain recognitions are afforded to those who have done well in the guild and are now reflected in the uniforms.
The apostles all have a badge assigned for them. Numbers one through four are encouraged (but not required) to wear a Gold Officers Badge. Numbers five through eight will be similarly encouraged to wear a Silver Officers Badge, and nine through twelve a Bronze Officers Badge.
I will be happy to purchase one for you if you request it. If you choose not to wear a badge that you merit, you are still considered to be in uniform.

Suggestions:
As with add-on, these are no way required for uniform consideration.
For males, a classy, dignified formal look is suggested but a certain punk element (at least so far as chains go) is perfectly fine as well, particularly if you've chosen the Wed to Darkness option.
For girls, miniskirts, fishnets and heels are suggested, particularly if you're attempting a sexy look. For a cuter look, stripped, tall socks and a stuffed animal (or small, cute animal companion) is equally appreciated.
For both genders black clothing, where ever possible is strongly suggested. Items than modify or otherwise enhance your fedora add a nice splash of originality to your uniform.

Restrictions:
I will never tell you what items that you have purchased you cannot wear but certain things will prevent the outfit from being a uniform.

First of all, if you wear any of the aforementioned badges and are not of the appropriate rank, the outfit is not a uniform, even if you are wearing all of the appropriate clothes, otherwise. I will refuse to make a badge if you are wearing an inappropriately-ranked badge in the provided image.

Your uniform may contain only one CI, and only if the item is somehow integral to your character. You may wear one additional CI for each hundred posts that you have made in the guild.

Vampires are required to exhibit some sign of decay to be considered fully uniformed. These items may include: Death Whisper (Empty Socket), Masquerade (Bone Protrusion), Masquerade (Broken), Masquerade (vericose purple), Masquerade (vericose red), Oculus Mythica (No Eyes), The Nitemare (Bitten), The Nightmare (Burned Zombie), The Nightmare (Gouge).
Instead, you may use skins that completely replace the vampire skin while wearing the uniform but all traces of the skin must be entirely concealed (including the eyes) the item may not be a RIG item. Finally, vampires may not wear items with the word "Vampire" in the name while in uniform for the item to be considered uniform.
Because the above items are so expensive, as a cheaper alternative, the items Mummy Mask and Mask Ghost Sheet may instead be used, instead of the signs of corruption, to meet the requirement.

Under no circumstances will you be considered in uniform if you are covered in blood, or have blood or blood-like stains, scattered about.

This shouldn't be so difficult, Nire. I provided a full list of the available items above. You have the hat correct, but the other items aren't there, yet. Try reading the list. It is complete and comprehensive.
Where did that cape come from? I may add it to the list if I can make certain that it wasn't the result of a RIG.

Ah, well in that case, it isn't applicable for the uniform. I won't support RIGs by encouraging their sale as allowable as official options as a uniform, which is why none of them are there.
By the way, if anyone sees something above that was part of a RIG, please let me know so that I can remove it, though really I am sure that none of them are and know the origins of all of them except the Wicked Torn Cape. A warning to all; if found to be a RIG item, it will be removed.

I have lost my patience correcting the two of you.
YOU NEED A SPLIT TAILED COAT, A HAT, AND A CAPE. Note, there is no "or" in that statement. You need all three. Without all three it is not a uniform. A full, complete list is given above. I can not imagine how I could have possibly made this any more clear, but I do hope that I've repeated myself enough times that at long, long last it has sunken in.
If you can not or will not read the above then please do not try. This has just become to painfully embarrassing to continue. If you are somehow still not comprehending what went wrong then PM me.

That one is fine. In fact I wore that coat for quite a long time (often over the Dark Coat and always with the Dark Cape) until other options became available. I especially like the tails on it, and wish that I could find tails quite like that in real life. I just wish that Gaia had made it just a few shades darker, but perhaps they were trying to give it a faded look.
