Apparently it's suppose to be the Kagamine twins...just smoothed out, I guess?
I've played with it a little and Len sounds a bit better in ACT 2.

When Rin and Len first were released, their voice banks could be compared to...that of Sonika's.
Not good at all.
Crypton created 'Act 2' (Which I'm assuming is why Utau users call the upgraded voice banks of their Utau 'Acts' ), to fix this issue. Most of the Rin and Len songs people hear now are usually done with Act 2. The Act 2 voice banks are improved and sound a lot better compared to Act 1.

Hm... Is there going to be an act 2 for Meiko or Kaito? From the look of it so far, only the Vocaloid2 are getting them (according to this thread). I like the Dark Miku one, but I can't really say I could tell much of a difference for Rin/Len.

Ah the Appends, those are completely seperate from the 'Acts'.
Meiko and Kaito most likely will not get any Appends. As far as I can tell, Crypton doesn't seem to be planning to do much with those two.
Appends for Len have been announced and I'm fairly certain Luka and Rin are also getting Appends.

GAKUPO SHOULD GET AN APPEND FOR ENGLISH, EVEN THOUGH BOTH HE AND GUMI SEEM PRETTY DAMN GOOD WITH IT ALREADY. SERIOUSLY THOSE TWO HAVE THE BEST ENGRISH AMONG THE NON-ENGLISH VOICEBANK LOIDS. [/HOPELESS RANT]
Now to explain what everyone else has already:
Act2 is basically the same voicebank, but with better pronunciations. The major downside was that the voice was pretty weak compared to Act1.
Obvious Len comparison.
(But Ill just leave this here too.)
