According to smogon, Forretress does a pretty nice job to both offensive and defensive ones. But I need to know a few things?: -Does your opponent EV Train?
-Do you?
-Do they look up smogon sets?
-What tier do you prefer using? Again, Forretress does pretty well. As does Blissey(annoying I know) if it lacks Superpower.

Why outspeed it when a Taunt/Swords Dance + Sucker Punch Absol lead should be more than capable of dropping it with a Focus Sash. Even without the Focus sash, Taunt or Swords Dance, STAB'd Sucker Punch at 394 Attack (31 IV + 252 Attack EVs) should be more than capable of taking care of a pesky Deoxys-S.
As far as Ubers in general, Weavile takes care of most by trumping both Dragon-types and Psychic-types, in which the Uber tier is littered with.
