1. Gain through lessons
2. Gain through experimentation.

All Jutsu you learn will be formatted in this style in the correct section on your profile:

Learning/Teaching Jutsu
To gain new jutsu one must learn them. The best way is to be taught by someone else who knows the move. They pass the knowledge and you get a sweet new attack.
Gaining a jutsu this way is preaty much straight forward. You either ask someone(s) to teach and/or ask a person(s) to learn a move(s)
Only requirements are that the jutsu be within the characters primary or secondary elements. The move will be added to the profile when the lesson is fully played out and the lesson was a success.
Regarding NPC teachers. Training with an NPC will be the same as making up a jutsu(see below for details). The Training process if for accepted characters training other accepted characters.

Making up new jutsu.
This is the more tricker of the two learning methods. This way is when a character attempts to create a new jutsu that is theirs alone unless passed on to another.
The requirements to create a new jutsu is much like passing a character. The player will post their new move as a post in their characters profile. The mods will then debate if the jutsu is passable or not. Once the jutsu is given the seal it is then added to your profile. Your character can either act out the learning process for this attack or it can be given after/during a certain event. We have seen characters pop out new attacks without us knowing, so why not you as well.
Best way to get a jutsu passed: a. It falls in like with your characters elements. If you have fire and water, then it's unlikely you'll make a lighting based attack.
b. Keep to your characters theme ability. If your character is a strong taijutsu user with an earth based attack style, it's farfetched you have a great genjutsu that puts makes people think they are drowning. Stick with or close to the style you started with.
c. Know your status level. You're a growing child( for those who are playing genin) so your character might not know all the tricks of the trade. Work your way up to the top dog of your trade.
