Besides, I do believe cops and the likes are trained to identify sword canes and other concealed weapons.
Wich shouldn't be too hard to do, seeing as how a good sword has an oval grip.

And if you really want some protection, there are much better options.
Such as pepper spray (not just for girls), stun guns, batons or the more lethal .45 magnum and it's kin.

And Darkling, the authenticity of such a sword is of the highest doubtability.
If of any origin, it would be Chinese, maybe Korean.
Zatoichi being Japanese, I highly doubt it would be authentic.
More importantly, imagine drawing both swords at the same time.
Yes, that would seem near impossible and therefor very unpractical.
Not something any warrior with a sense for his weaponry would carry around.
