I guess that depends on how you define "Villain". There are plenty of Antagonists that are wonderful, but I dont know if you can count them as villains.

First, you think what you deffine the ultimate villian as. Depending on your personal deffinition of a villian is what you nominate people under. So an amazing antagonist might fit your description, or someone who is pure evil may also fit the bill.
I think of the perfect villian as pure evil and enjoying every step of the way.

Well, according to pure dictionary definition, any unsavory character or antagonist CAN be a villain, but I feel like the word has a more specific connotation these days.
A lot of the books I really like dont really have obvious Antagonists either...
Hmmm....
Well, Voldemort is a pretty perfect "Big Bad" kind of guy, but I feel he lacks a lot of interest and intrigue.
Vetinari, of Pratchett's Discworld series, is....kind of, sort of, almost an Antagonist but sometimes a good guy but not really. He's a tyrant, but a good one, but not really "Good" just...clever and efficient and complicated and I ADORE him.

Well, it's a new series, but from "Spartatus: Blood and Sand," Batiatus. He's not entirely evil, just a greedy roman man, who will do anything to reach the top. I'd post more, but I don't want to post spoilers in case someone other than me actually watches the series. It's currently airing on Stars. Great writing, just ignore the gory action scenes.

Actually, maybe Ares from Xena. He was a pretty awesome antagonist too.

Ahahaha! Then my ultimate antagonist that I thought of at the moment would be from the Harry Potter series. And the person is Dolores Umbridge; can a person be as bitchy as her?

Hm... I say Humbert Humbert, from Vladimir Nabakov's "Lolita" is one of my favorite villains. I just love when the bad guy is the protagonist, and since the novel was told from Humbert's point of view, it's very easy for the reader to be led astray by his flowery descriptions and careful diction, but at the end of the day, Humbert Humbert was really nothing more than a child molester who manipulated and frightened his step-daughter into basically becoming his slave.
He was also played by Jeremy Irons in one of the movie adaptations, which I think is just awesome because I adore Jeremy Irons. xD

Francis Buxton from Pee Wee's Big Adventure. He's jealous, thinks too much of himself and steals really cool bikes. Plus he has a peculiarly menacing atmosphere about him for an adult that dresses up as a kid. confused

For me the greatest villain ever created is Light Yagami from Death Note. He is the most insincere, sneakiest bad guy ever created.

I'm thinking the F'dor from Elizabeth Haydon's Rhapsody series. Their sole purpose is to destroy... they were created that way. They know nothing else but to consume and burn to cinders all that is around them. I think it creates an interesting distinction, a 'line in the sand,' if you will, between what should be considered good and what should be considered evil. From the point of view of the books, they are pure evil, but all they do is what that world's God created them to do.
