Hehe, something like this happened outside my apartement once. Like a few years ago. I remember I was playing RS... Duh... And I heard humming just like that, and a bit of an explosion that wasn't all that loud, and a blue light. I knew it was one of the power lines, but I'm not sure what got fried. I remember thinking it could have been one of those transformers on the poles... Or a UFO jumping to warp.
