I think what they ment by the last fallout was cause it continues on from fallout 2 and it finishes that story, and i dont think they will cancle it its supposed to come out pretty soon. So a good chance it wont.

Just think about, i doubt it would be the last Fallout because they make to much money off of it. And in each of the Fallout games you play as different chracter, I know.....I own all of them. New Vegas is 3 years after Fallout 3, it has no relation to to Fallout 3 though and is more like 1 and 2. Its also the latest in chronological order.
And just humor me and tell me where you got the information about it being the last game? Because ive looked and looked and havent found one word on it being the last.

You Start the game by "Creating" your character and then the storyline is that you are a mail carrier and ur character gets attacked by raiders and gets shot in the head then a TV robot finds and takes you to a local doctor who heals you then your character wakes and doesnt remember anything and lost all ur stuff and the Doc gives u a 10mm Pistol and u set out

I looked it up and Vegas is the only place that wasn't hit by the bomb. Only a few super mutants tho.

I screamed at myself for not seeing G4's play with it, but my brother saw it so I'll just ask him what happened. =3
