And I remember Liara & Verner both saying lines directly from the first game ("Have you ever faced an asari commando unit before? Few have" and "This is what it's like to have a gun in your face" respectively.)

I I automatically recognized Liara's quote from ME1 and started saying it in unison with her. But then I was like, wait.. why did Liara just say that?
What the heck is wrong with her?

and if she was just quoting her mother for no apparent reason, it's still weird, but what if you had Liara join your team AFTER Benezia was already dead? How would Liara know that line?

I thought they prolly had her say that line for the sake of irony, maybe also showing that over the time from Shepard's death she might of wound up a bit like her mother after all.

This is possible through a save editor that lets you use any character in the game at any time. That wouldn't be unusual...but these characters actually have unique dialogue for the missions. This is because it was originally planned that you'd be able to get your team in any order you wished.

It depends on the order you get them all in. Remember how the Illusive Man gives you a mission before you can completely recruit all of the team members from the first round of dossiers? You'ld just have to wait and get Jack or Archangel last, though you wouldn't be able to do both in the same play-through.
