NPCs are characters not being used or won't ever be run as player characters.
Charles Xavier, Phoenix, Sentry, or other characters that could easily god-mode everything because the can would be an example.
Another example would be characters that haven't been claimed / are no longer being played, that are needed for a brief period of time.
We will allow these characters to be played on an 'as needed' basis.
That is, people will be allowed to play them if they are needed to progress a plot along or interact with another character. This means they should be temporary characters, and shouldn't be in play for a lengthy amount of time. If they are, then they might as well have their own profile made up and claimed.
