I did already write one for speed, however I have a slightly different idea I'd like to try out so I'm going to toss it up here as well.

THE SENSHI
Senshi: Sailor Hydra, Sailor Senshi of the Electric Eeel - The hydra is also known as the water snake, which is what an eel looks like
Concept Words: Black base with bright colour accents; lighting bolts; electricity; sparks; sleek; Amazon
Challenge: Slither back to where you came from! / Your defeat will be anything but shocking!
Attack #1 - Electric Current
[What it does] Sailor Hydra activates a uniform electric current that flows over his entire body. Anyone who comes in direct contact with him will receive an electric shock. This shock is not deadly, but it has a temporary paralysis effect (1 turn) to whatever touched him. For example, if you grabbed him around the throat, any part of your hand that was touching his skin would go numb. This applies to organic substances only, since you can't paralyze a weapon. Duration: The current runs in "cycles", essentially two turns of on (will do damage listed above) followed by two turns of "off" where touching him is only minorly uncomfortable (will not do any damage). Once activated, it cannot be deactivated unless Sailor Hydra henshins out. Benefits: Conductibility. If the current comes in contact with anything that conducts electricity (i.e. metal) it will continue along the object until it is grounded. Downsides: It applies to everyone. Anyone who comes into contact with Sailor Hydra is at risk, both friend and foe alike. So basically, once the current is up and running you cannot touch him, even to heal him. Sailor Hydra cannot "fire" or "shoot" electricity. It's limited to physical contact with his person.
Attack #1b - Electric Discharge
[What it does] With the current activated, Sailor Hydra can now specifically send more electricity into a single section of his body, creating a discharge of electric energy or an electric shock. The equivalent of sticking your finger in an electric socket. Duration: Sailor Hydra only has five available electric discharges per battle. Benefits: Conductibility. Increased electrical voltage. Downsides: Limited to physical contact. Must be used with Electric Current ability. Once he has used all five, his electric current drops down to half it's original power (meaning it would only produce a vague numbness for one turn if he was touched).
Attack #2 - Electric Pulse
[What it does] Sailor Hydra emits a low voltage electric pulse (like the name suggests) which he can use to scout out the surrounding environment for up to x distance, kind of like an electric version of echolocation. It is more sensitive to natural electrical systems (i.e. the heart). This pulse does not do damage. Duration: 2 turns, uses up the energy of 1 Electric Discharge Benefits: Able to locate anything living via their heartbeat, even at a distance. Usable through any kind of masking fog, mist, or in the face of any kind of illusion (unless the illusion also has a heartbeat). Electric Current does not need to be active in order to use this ability. Downsides: Costs 1 Electric Discharge per usage. Distractions make it harder to focus on the incoming electrical signals. Large collections of raw electrical power can also interfere with how well he can pick up signals. Does not generally work very well in the middle of a thunderstorm.

On his fighting style ... Sailor Hydra wants to keep things up close and personal, because that's the only way he's going to be able to get you with his electrical attacks. He is at a disadvantage against anyone or anything that uses long range attacks since he really can't do much against them. XD Coming up with creative solutions to this problem will probably be a very hit and miss process, especially since Barnaby will have to figure out how best to work his electricity. Flinging trash cans charged with electricity may not always be the best plan.
On working in teams ... Boys = good. Girls = bad.
On his attacks vs. the environment ... - Conductors: Conductors work the same way the do with normal electrical current. The current travels along the conductor until it's grounded or it hits an insulator. If an opponent is wet, Sailor Hydra's electrical attacks cause double the damage.
- Insulators: Insulators like rubber or wood will dull the effect of his electric discharge attack and can block out his electric current ability (that is to say, if you grabbed him while wearing a rubber glove it would be uncomfortable, but not enough not cause the paralysis).
- Transfer of Charge: Sailor Hydra can transfer a temporary charge to a conductor if he touched it. It is nowhere near as strong as coming into physical contact with himself, but touching a metal after he's touched it would result in a very nasty static level shock.
Can he shock himself? No, he is immune to his own electrical current. He can touch himself (no not like that) without getting shocked. He is not, however, immune from any other electrical current. Sailor Hydra could still get shocked/hit by lightning/any other natural electricity source and feel it.
On finding the Princess ... Sailor Hydra is actually pretty gung-ho about finding the Princess, if only because he's sure she totally need some male protection. (Disregarding the fact that she is, you know, the Princess).

- Anything to do with attacks, but specifically 1b and eternal - Any questions you have about him as a senshi (see Misc. Notes) - Anything that needs elaborating on - Challenge ideas?

First off, yay animal and attack senshi! *3* heart I think this is a very well thought-out concept, and I love how much thought you've put into his attacks - they're very comprehensive.
On that note, I think perhaps Electric Current is a bit too strong for a first attack? It has both a paralyzation effect AND is constantly active; it'd be hard for a youma/Negaverse without long-range weapons to ever get near him. Unless he was so clumsy that he'd stumble into his own allies every five seconds, it might be a bit much. Perhaps, instead of indefinite length, change it to last a set amount of posts?
Electric Discharge sounds good to me as-is, so not much to say there.
For Electric Net, I'm thinking a bit of the same that I was thinking with Current - a set duration would be a good idea. (It doesn't have to be two or three posts only, since it's an Eternal Attack.) Does the net cover the space inbetween the two as well? Or is it two separate nets?
I really love how much thought you've put into everything, from the benefits and drawbacks of his attacks to how his environment would affect his fighting style. Seriously, kudos for that. <33
If there is one more thing I think should be mentioned, it is that the sphere, Electric Eel, could be just as easily replaced with the sphere Electricity. Perhaps on something other than electricity for one of his attacks? I did an, admittedly quick, search on wikipedia and it said that eels have excellent hearing, so that's one suggestion.
Annnd last but not least, for a challenge - "Slither back to where you came from!" or "I'll make you slither out of here!" THEY ARE CORNY I KNOW SORRY. ;;;
All in all I'm really loving this concept, and I'd love to claim RP sometime! (With/without senshi upgrade, too ;3 )

Okay, I've dropped it down to one turn of temporary paralysis to make up for the fact that it's constantly on. As is, I think he's still at a bit of a disadvantage because a) he doesn't paralyze the whole body, just the area that touched him, b) all Negaverse fight with weapons, the majority of which are plastic or rubber based in the lieutenant stage (which are both insulators), and c) I think once you realized what his ability does you're not going to stand there and let him grab you or punch you. He gets pretty much one freebie before people would generally realize 'o s**t, this guy's electric.'
I've also changed the last ability to an electric pulse to use the eel's electrolocation. Hopefully that's a little more eel-y. XD

Hm... I'm not feeling certain about his first attack. It seems pretty OP compared to other Senshi's first attacks, which may have similar effects (and even also put allies at risk), but can only be used a few times in combat. The unlimited duration bit seems over the top. I think that if you're going that route, you need to have an energy-draining effect on Hydra - or even that, once activated, the attack slows his reaction time and speed (since part of his energy is diverted into maintaining the attack). I don't think you need to do this by a great amount, since as you mentioned, his attack effects are pretty localized - but something needs to be done specifically to counter that duration, I feel.
1b, I'm feeling pretty good about - I think that the number of attacks per battle is balanced out by the physical contact limitation, and you covered the matter of conductors pretty well.
For Attack 2, I think it's well set-up; but maybe address the issue of interference? Say that he's battling in a power plant (for whatever reason); could his electric signals come back messed up because of what's in the environment?
