Approximately 400 years ago the world as we knew it died, Lots of bad things happened and an easy 80% of the population went with it, more realistic estimates place it closer to 95%, particularly in the undeveloped regions of the world; South America outside Brazil, all of Africa, most of Eastern Europe and Russia, and all of the Asiatic countries except China and Japan. By population America saved the most, but the Asian survivors did better, worked harder, and generally succeeded the hell out of everyone else. Many of the generalized national traits remained true for a very long time, the eastern domes succeeded by working hard, the American domes succeeded by developing technologies to get better results with less work, the European domes found a status quo that they could be happy with and did their damnedest to maintain it. Eventually over a few generations national ties broke down, most of these nations didn't even exist after the first year so once the people who had been alive for them weren't there to uphold the memories there just wasn't any meaning left in the words.
It's been several more generations since that time and economics has proven to be a far stronger force than history. About 130 years ago the remaining powers of the Asiatic, American, and German Domes came together to form the first of several 'Governmental Conglomerations', groups of corporations that act as governments

Things have gone places in my life recently so I'm not actively working on this right now, but I am still thinking about it so don't wander off too far.
To keep things working without actually setting up the structure here's a generalized view of the character groups, the main ones at least, as they are currently looking to be
The Suits
This group is comprised of the people working for the city, it's a certain department given the task of, among other things, investigating, containing, controlling, and hiding 'the powers' that are spontaneously developing in the citizens of the city. I don't mean to define the characteristics but in general these people will probably be goal oriented, rich family, self centered, well dressed, conniving, greedy bastards. But also some of them are those people who spontaneously developed powers and got recruited into the company, and not all rich people are bastards.
The Streets
In one particular area of one particular district there is a gang of sorts, assembled from the local boys and girls to help keep the peace, as well as keep their piece, in general the gang aims to protect the community, but it's done a few bigger things over the years. This particular area of that particular district is on the poor side, pretty darn poor actually, things in general are older, simpler, humbler, more broken.
The Foreigners
Saodo Crotia is not the most popular place in the planet, in fact it's right up there with the least as far as most of the other nations are concerned. This group consists of a number of enemy combatants, possibly terrorists, who have snuck into the city, not necessarily together and not necessarily for the same reasons, as well as not necessarily from the same places. Their goals and behaviors can vary widely but they share a distaste for these people, though they will have to hide it to survive.
If you have an idea for a character for any of these groups, a different group, or no group at all, then you must be confused because I've given you nearly nothing to work with so far, but send it to me anyways
