At the very low end of the spectrum, you can make it out of card board. It's quick and cheap. I once mad a cardboard keyblade in 20 minutes with spray paint.
For a little bit more money, you can make it out of MDF wood. This is one step up from cardboard, very easy to work with. Just ask for "Medium Density Fiber" at home depot. a board costs you around 5-10 dollars, and you can make multiple keyblades out of one board.

down and dirty, nice and cheap: just hit the local hardware store, and pick up some plumbing parts and a dowel rod, as well as some Plexiglas. A quick coat of paint and some JB Weld later, and you've got a keyblade. shouldn't take much more than a week with the proper tools....

Note: all tools needed can be rented from most hardware stores for a small fee.
