A Culture Frozen by Cold

Thrust into constant winter by it's northern placement; Blair is a highly superstitious town, even by this worlds standards. They say that wild Arctic Hare's are a problem here. Ice dragons too but are less frequent. Blair is a human village with low population. Most of the people here know little if anything about Magic or Alchemy and especially Steam Technology.
