It's kind of weird because I remember reading an interview or something with Steven Moffat where he sort of criticized RTD for overusing the Daleks and such... neutral
I guess we'll just have to wait and see how he handles them.

Maybe he's being a little conservative to start out his run.
Maybe it's a big fat lie for the press to stare at & speculate on.
Maybe the Daleks win without even being present--something they left behind.
Maybe it refers to a victory they achieved in the past, not a new one now.

I kinda agree. But maybe its a victory like Eirwyn said. Maybe its something left behind. But in the trailer for season five it showed them, and they look totally different. so maybe then they are a new type of them. ugh
|

They really need a good story to bring back to Daleks, since they all died (several times).

Many Dalek episodes I have seen don't just mention their goal to rule the universe; be the dominant species; be the only species; etc. but a big thing they talk about is simply surviving. As we can see, they have survived to the point of annoyance. I'd say that's a pretty big victory right there.
