This is the CCTV footage taken at Hampton Court, England. It's been doing the rounds for a while (I remember when it was first caught and reported in the papers), and was wondering what everyone else thought about it? Is it fake? A member of staff or something else?

To the best of my knowledge Hampton Court does have staff dressed up but I think this is only during special events. If anyone knows for sure then please tell me (I did try looking it up first) as I've never been.
