Cool. So I could have a Shiny Ditto in a Cherish Ball that knows Horn Drill, Fissure, and Guillotine and all with a 100% accuracy rate.....
....which would be fun for about two minutes and after that the game Is No Fun At All.

Yeah, but then you'd be hacking, which is a big no-no...
I generally dislike hacked pokemon, so no worries there. I refuse to use any pokemon whose stats or moves have been hacked. (Single exception the Surfing Pikachu from my Yellow game, to access the nifty minigame there.)
That said, I've also said freely that all the "hacking" I ever did was limited and left behind with the third generation. I've got a few gamesharks and action replays sitting around, older ones, that back then I used (and will still use) for stuff like loads of money and master balls, but there's less need now of my ever hacking a pokemon.
Nothing hacked in my fourth-gen games except what third-gen pokemon imported into fourth-gen games might be holding (like those handy master balls, used only for the most difficult pokemon). When Ruby and Sapphire first came out, I did utilize the "Route 301" cheat and a few egg cheats to obtain pokemon just impossible to snag otherwise. I had nobody but myself to trade with. It was, in the end, all geared to filling out my pokedex. As Fire Red, Leaf Green, Pokemon Colosseum, and Colosseum X D came out, I needed to do this less and less.
The single cheat motivation in the fourth-gen games, those handy-dandy masterballs, is also now nearly extinct as usage except for the rare, rare moment of frustration. I've gotten VERY good by now at using the Poke Radar and capturing Legendaries without the aid of a Master Ball. Only those infernal ones you have to chase around Sinnoh....
Should the day ever come when I participate in a tournament battle, I'll be pleased to announce that all my pokemon are 100% home-grown and raised, without a single cheat of any sort.
