It's your NAT settings. I would tell you how to fix it, but there's a good chance you'll mess something up in the process.
Best way to get around it is to buy a new router. This time, make sure the router is xbox live approved. It'll say that on the box.

Could be your router, or your connection strength is weak.

when you go to multiplayer, in your in your own "party", that's before you have "looked" for a match, on teh left side, it says,
"Your Nat type: ____"
what does it say?
it say say either.
1. Open
2.Moderate
3.Strict ( i think)
You want it to open. For some reason, mine is Moderate, Moderate is okay, i get lag switches here and there, neutral lolol, but i find matches normally, quickly, and grn bar. lmao

i never hade that problem because i got my router straight from comcast and they said i could use it for xbox live so yea.....

davidthecool11 i cant find a multiplayer game on it thats my problem oh and it may be you ping....some times the ping has spikes.....just call your ISP
