He is not in-game, only mentioned by NPCs in Stranglethorn Vale.

there is no such thing as mandalar trolls. he is with the Zandalar trolls, which are not yet ingame.

Yes they are! there are a few there but most of the tribe and the king are on an island that is not yet ingame.

What are you talking about?
They're ingame, and you still get the gear and rep from them.
Just because the king isn't there, doesn't rule out their existence.
