Go to the farm through Drackon Ridge, talk to the parents (I believe, or just do some exploring), then go to Shadowglen Woods and defeat the Juppie Monster just like earlier in the game. It's the boss of the area. Go back to the farm and talk to Tor's dad and he'll give you the grapple hook.
