Physical Description:
Unlike most other Shinigamis, Hitoroku dresses in gray robes rather than the traditional black that all other shinigami wear. Not only this, but his are fashioned to be worn around a form-fitting armor that looks more like a second skin than metal. The armor is hidden underneath the robes, and is only seen during fights where Hitoroku will shrug off the upper portions of his robes to reveal it, or when his robes are cut.
Attached to these gray robes is a hood, which is almost always worn over his head. Underneath, if one were to get close enough, rests a young-looking face of a man near his 23rd year of life, or rather, 123 years....His face sports a single scar over his left eye, the iris white and discolored, yet not blind, though many assume that he is unable to see out of it. Upon his chin is a well-maintained goatee of pure black hair, matching the long ponytail he keeps hidden upon the back of his head, pulled back and kept in place by a single white band (which will show which squad he belongs to). Right under his chin, upon his throat, is another scar, though this one seems older than the one upon his eye.
Hitoroku sports a slim yet muscular physique, much like that of a gymnast who is trained in martial arts. He often wears the style of sandals sported by the Special Ops, rather than the normal issue, due to their grip upon surfaces, letting him use his mobility better.
Zanpakutou:
Basic: Hitoroku wields two katanas, both attached at the handle by a long silver chain. While he does indeed use both weapons, he acts as if they are but one weapon, like two sides of a single scale.
Shikai: Name: Fusokufuri Jajji (Neutral Judge)
Release Saying: Punish all equally, Fusokufuri Jajji!
Fusokufuri Jajji, when released, takes on the form of a large, circular, bladed shield, with the insignia of Yin-Yang upon it. To release, Hitoroku slams the ends of the handles of his katanas together and spins them around rapidly, forming a blurry circle. Once he shouts out the release incantation, the blur gros solid, the handles and hilts become the shield, while the blurry image of the swords become the multiple blades surrounding the shield. The chain that attached the swords together now become a gauntlet and chain, attaching Hitoroku's wrist to the shield's handle, letting him throw the shield and return it to him.
In its released state, Fusokufuri Jajji is able to reflect attacks such as Cero, Quincy Arrows, and Destruction-style Kidou. However, it can only block so much, so Ceros fired by powerful Hollow/Arrancar, or Quincy arrows fired in massive volleys make his reflecting ability almost useless. The shield is also able to block normal sword strikes physically.
When used to attack, the shield functions similar to a yoyo. Hitoroku can grip the handle and slash at enemies in close quarters, or, using the chain that attaches the shield to him, he can throw the shield, causing it to spin rapidly, the handle working as an axle to allow the shield's movement.
Bankai: Jajji no Kagirinai Doutou (Judge of Eternal Equality)
In its Bankai state, Jajji no Kagirinai Doutou not only grows as a shield, but encases Hitoroku completely in spiked armor, transforming his gray robe into shiny metal. The hood he often wears becomes a helmet. The blades upon the shield become far larger and the chain becomes bladed, as well.

Jajji no Kagirinai Doutou increases its power from before: instead of merely reflecting a spirit-based attack, it absorbs it entirely. The Yin-yang symbol's two Dots will light up, and when both dots have become lit, Hitoroku is able to fire a massive kidou-like attack that is incredibly similar to a Cero, only more powerful due to the accumulation of spirit particles.
The attack is done where the Yin-Yang symbol begins to spin, faster and faster, the black and white merging together to form a beautiful silver. When fired, the attack would look similar to both Ichigo's and Hichigo's Getsuga-Tenshous fired in unison, swirling together.
Special Accessories:
Hitoroku wears platemail underneath his robes upon his chest, though it is made of spirit particles, allowing the armor to fit onto his body as if it was an Underarmour shirt. The armor fits well upon him, letting those who see it to see his physique under the shiny metal.
Hitoroku also carries around a small book, which he will read from during a fight aloud. Many call it his "Bible", but in actuality it is more like a "Book of Judgement". When fighting Hollow, Hitoroku goes through much research to determine if a Hollow is worthy of Redemption or Death and will act upon it according to his Book.
Skills:
Hitoroku is very skilled in fighting defensively, both with a shield and with weapons. He requires these skills in order to effectively wield his Zanpakutous. He is also a good mediator and judge, hence why many call him "The Judge".

Personality:
Hitoroku believes in complete equality in a fight, where those with a strong heart but weak body can face off against another with a weak heart yet strong body. To him, skill is everything: the truly powerful can accomodate for a sudden change in power.
Other than that, Hitoroku usually keeps to himself, though he has no porblems conversing with fellow shinigami. He is kind, well mannered, yet does not often have things to say. Instead, he speaks with his body when his mouth refuses.
Biography/History:
Hitoroku was a lawyer when he was alive 100 years ago. Back then, he only took cases from those who deserved redemption, criminals who were indeed guilty but proved to him that they wanted to change. More often than not, he would ask them to plead guilty, in order to see their reaction, and if they agreed, he would fight for the best possible outcome for them.
After one specific case, his client was brought into his office to talk about the upcoming case. The culprit was a 13 year old girl, accused of stealing from a convenience store, then murdering a passerby for witnessing it. There had been shoddy evidence and the girl had denied doing it every time she came to him, but each time she got less and less convincing. Finally, on this last visit, Hitoroku asked her yet again if she did it.
Her answer was brutal. The guard had had no idea she had hidden a razor blade under her tongue: the thought back then was appalling and unheard of. Before he was able to run over to stop the girl, she had already slit Hitoroku's throat, screaming "Yeah, I did it, and I killed you too, b*****d!"
This image is practically burned into Hitoroku's soul, and is what drives him to make all things equal, even if it means getting revenge on someone for them doing him wrong. This mindset is what caused him to slash his own eye after he accidentally gashed a fellow shinigami's eye in a training match. He did so with a smile, saying "It's only fair if it happens to me too, right?"
