-Academy Students can use E-Ranked Puppets
-Genin can use D-Ranked Puppets
-Chuunin can use C-Ranked Puppets
-Jounin can use B-Ranked Puppets
-ANBU can use A-Ranked Puppets
-Kage/Sannin can use S-Ranked Puppets

Amount you can own:

-Academy Students = 1
-Genin = 2
-Chuunin = 3
-Jounin-Sannin-Kage = 5
Living Puppet = Unlimited

Creation Rules:

-E-Ranked = 2 posts
-D-Ranked = 3 posts
-C-Ranked = 5 posts
-B-Ranked = 8 posts
-A-Ranked = 10 posts
-S-Ranked = 12 posts
-Human Puppet Creation = 15
-Converting Human into Living Puppet = 20 posts
