Alrighty then, I have a few questions, mainly about my character's power.
Gonna do this in n00b writing, cause I'm too lazy to write out a paragraph for each of these.
Number one: Would any of these situations be power playing/godmoding?
Situation 1: *villain fires a rocket at a hero, Quickdraw is nearby*
*Hero doesn't notice rocket*
*Quickdraw dashes after the rocket, catching up to it and proceeds to push the rocket off course, letting it fly off into the distance and explode harmlessly on a pigeon*
Situation 2:
*villain manages to disarm quickdraw and holds him up at gun point*
*Quickdraw uses his powers to quickly dash out of the way, just before the villain fires off a shot*
*villain looks around*
*quickdraw dashes back in and disarms villain and recovers his rifle*
Situation 3:
*villain holds civvie hostage*
*Quickdraw dashes past the villain three times, once to disarm, once to rescue civilian, once to sock villain in the jaw*
Situation four:
*quickdraw has run out of ammunition and must resort to hand to hand combat, so he runs in and throws a few punches at Villain A*
*Villain A takes a swing at Quickdraw*
*quick uses his powers to zoom out of the way of the punch before dashing back in and firing off four rapid fire punches to Villain A*
*villain B runs up behind quick and takes a swing at the same time as villain A does*
*quick dashes out of the way of A's punch, letting A and B sock each other in the face*
*the fight continues with quick using his speed to keep villain A and B on the ropes and wear them out*
Of course, I don't auto hit people, so the villain would have a chance to dodge his attacks. But yes, would using his powers like that constitute as godmoding or power playing?

Ordinarily, your actions would be borderline speedhacking, but since you have super-speed as a power, it's to be expected. Just be sure to counterbalance yourself with your weaknesses so you don't end up overdoing it.
