Alright, here is how learning jutsu works:
Genin cannot learn jutsu on their own. They must have permission, or scrolls, or training from another Genin who already knows the jutsu, or a Chunin+. A genin can teach themselves in their own kekkai genkai, but only up to C alone, or if with the supervision of someone Jonin+, same with a chunin.
To learn jutsu, you must perform (x) amount of posts, about how you begin to learn the jutsu. Now this doesn't mean you can simply post 1 line each time you need to post. Do your best to be as descriptive as you possibly can, and make your post long.
Here are the amount of posts needed for each rank of jutsu:
Genin Level:
•Basic (E) - 2 Posts
•D Rank - 3 Posts
Chunin Level:
•C Rank - 6 Posts
Jounin Level:
•B Rank - 8 Posts
Kage/Sannin Level:
•A Rank - 9 Posts
•S Rank - 11 Posts
Allowed Levels of Knowledge
• Genin: Can learn any D-rank jutsu, but only one C-rank.
• Chuunin: Can learn any C-rank jutsu, but only 2 B-rank
• Special Jounin: Can learn any B-rank jutsu, but only 2 A-rank
• Jounin: Can learn any A-rank jutsu, but only 1 S-rank
• Sannin/Kage: Can learn any rank jutsu.
