Pelt: I would like her to look like she's made of Glacial ice, a mixtures of blues and whites as seen in the reference images below.
Wings: Should look like they are made of ice with windblown Icicles as the tips References Below.
Eyes: Pales blue with white pupils
Patterns/Markings: It should looks like frost is crawling up her legs and maybe spreading out from her paws onto the ground, as thought she chills the ground she walks on.
Jewelry: A Necklace made of icicles
Expression: Cold
Hair/tail - Her hide should look like it has frost fuzz on it and her hair should be windblown ice (ref below) as should her tail
