Physical Description: Athletic build with scars all over his body ranging from stupid things to punching out a window. Nothing big.

~Personal Information~

Personality: Fun loving, outgoing, somewhat spoiled. Used to getting what he wants, but will work if he really needs to. Usually puts in minimal effort. But, when it comes to impressing or showing off. He will work like no tomorrow. Eli believes in trust being the most important thing.

Personal Skill(s): Eli can be rather lucky. Whenever he tries, his potential for success usually increases. He is a good morale boost and good at lying as well as figure out when people lie.

Family: A fairly wealthy family. Eli usually travels abroad and can sometimes find himself in bad situations from walking in on armed robbery to getting caught in the middle of sex by his parents.
Bio: Eli had a fairly easy wife. His wealth comes from his family getting disabled from war and getting government money. He isn't exactly as spoiled as it seems he is. He is more courteous than he appears and is concerned for those less fortunate.

~Description of Mutant Power~
Eli's power is control over electricity. The full extent of his ability will be able to manipulate Elf and Sprite Lightning, which is lightning called in from the Thermosphere. The destructive power of that is extreme as the charge builds up from 100Km, however can only be used in low humidity places or else it just fizzles out. Eli can also control lightning and have it jump from target to target. Jumps are only limited to two living targets. Using electrostatic fields Eli is able to propel metal objects through it. Eli can build up static electricity in his hands to double as a defibrillator

Weakness to Electric Manipulation: High Humidity and near the magnetic north location prevent large amounts of manipulation, unless natural lightning is occurring. Meaning, say in Florida, Eli would not be able to create lightning on his own as it's too humid. But if there was a lightning storm per say, then he'd be able to control where the bolt would go. Eli can not create lightning if doused in pure water [as in, water that is not from tap or treated by any means, as pure H2O does not conduct electricity]. Also, constant use of Electrical Manipulation will result in fatigue, muscle spasms, and in some cases where the body is used as a
source, coma, or heart failure.

Current Ability Level: Creating a static arc between his thumb and index finger, and that alone is still iffy.

With his power there seems to be a ton of power but no real weakness. For the part of "manipulate someones brain " he'd need to know the exact working of the brain to do what you said, since unless he knows that it would kill them. Electromagnetic waves is going into magnetic powers so therefore his powers would not be electric manipulation only but magnetic manipulation to a lesser degree thus weakening his electric powers. At the same time messing with the brain's electromagnetic fields falls more in to a psychic powers so essentially you are using three powers and calling it one.

In the first one you say his powers only range from static to lightning but messing with the electromagnetic fields is an entirely different power. Unless your saying that your power is energy manipulation as in one of the three part of the universe but that would give you access to far to much power.

Please also note he will have little to no control over his power at this time since only the faction leaders have full control so please add how much he can do at this time.
