internet drawn art! if you've got paint, you can paint, though that's not my first choice

Places like Kinkos normally have scanners and some libraries do too. Also, if you have a digital camera, you can photograph your art instead. I know I've used my cell phone's camera as a last resort and it's better than nothing.

I've used digital cameras in the past, but the results weren't too good. If you do use that method, I highly recommend taking the picture in sunlight. If you take the picture indoors, your picture might get a yellow tint like mine did...
If you can't access a scanner anywhere, then you should probably try to do your art on the computer. Buying a tablet (a pen and surface that you can use to draw on your computer) is probably the best way to go, but you can always draw with your mouse if necessary. You can still make good things with the mouse, but it will probably take you a lot longer to draw pictures and they might not look as good as your hand drawn ones. An advantage of computer art is that you can use the "undo" command to erase mistakes cleanly and quickly.

Here's a couple of really good guides that I've learned from on how to make your photos of artwork look better: I hope that helps! smile
