The first thing Eliza did after finding her letter was call her brother. The second thing she did was run down the to lab. Guy advised her to use the restroom first, but she was too excited to pee. Her bladder clenched by her overwhelming excitement, she rang the bell at the desk.
With antici-- pation, and not an urge to pee, she squirmed while she waited to pick her own cute little baby just like her brother!

Apoxi came out at the sound of the bell, her large glasses pushed up on her nose and her already huge puffy hair under an even huger fuzzy santa hat. "Hello, hello. What can I do for you?" she greeted pleasantly.

Elia had a grin so wide it could rival the Cheshire cat's (and this prose is so purple it could ruin your load of whites) when she saw Apoxi enter. In excitement, she let out a dry heave, still giving no real answer to Apoxi's question. Once she had overcome her issues she responded in a way which was both long and quick, not dissimilar to how an ostrich would run upon being lit on fire.
"Okaysoigotthisletterlikemybrotheerandohmaigashiwantacutelittlekidtootheyaresoadorableimeaniwantonenow!" and then she let out a noise similar to the sound you get when caressing cling film-- a squee.
She stood frozen with her grin expecting Apoxi to have understood her (most normal people wouldn't Apoxi isn't most normal people) and waited for a response.

She laughed, "Ohhh, you're Guy's sister aren't you?" she remember Kayen saying something about picking the sibling of a previous parent. "Sure thing. Did you want me to pick one for you or would you like to pick?"

Eliza's jaw dropped.
"I get to pick!?" she squee'd. Again, following her statement. She wanted one that was pretty, and cute. And pretty cute. She tried to think of other criteria and came up with an astounding: nothing.

"All right then. Right this way. You can't go in and talk to them till you decide on one though." Apoxi told her, leading the woman to the hall where the kids' rooms were located. "Just look through the windows on the doors and tell me when you see one you like."

Eliza immediately clapped eyes on a rather fetching bird creature.
She squee'd and pointed at it.
"Eeeeiiiiiieeeeeee! Itissocuteiwantthatonethatonethatopneiwantit!" She did a rather ridiculous happy dance which her brother never understood.

Apoxi glanced through the window and nodded. "That's our golden phoenix boy. He's a pretty one all right." she agreed, "A cute chick." The woman tittered a bit at that before opening the door and going in to fetch the little one. Best not to leave Eliza alone in any rooms while she did paperwork. "Here we go, kiddo, this is to be your new guardian." Apoxi told the boy, holding him out towards Eliza. "You two need to come with me to sign papers."

Eliza again squeed and exclaimed "Papers!". Her brother, here, would have known to explain that the papers are very likely not like the ones she uses for scrapbooking with textures and glitter and such. But Guy was not here.
Eliza followed Apoxi as she snuggled her new baby, with a bit of a hop, skip and jump due to her excitement.

Apoxi laughed a bit, "Yes, just forms for you to sign. They're just stating that you're taking care of him and whatnot." she assured Eliza with a wave of her hand, heading towards her office and getting out the stack.
She wrote a few things on the page before turning the small stack towards the woman and offering her a pen. It was shiny, covered in sparkles and had a bouncy puffball on the end. Apoxi'd thought she'd like it, at the very least. "Just sign your name on these lines." she said, pointing to them.

Eliza was grinning like loon. She took the pen and signed her name. She wasn't a fan of lines, but she was in too good of a mood now to care. Her high-pitched output and dancing made her a spectacle.
"Can I take him home now?" she asked, after taking a breath to squee.

Apoxi nodded. "Yep. Just remember to bring him back for visits once a stage and if you need monetary help, just ask us." she said before a thought occurred to her. "Oh! We've tested a few foods with the kids - don't try bird seed or fish food. He won't like those. Normal food should be fine though there seems to be a bit of a love for peanut butter and animal crackers that he's inherited from his father."

"Well who dosen't love them!?" Eliza replied. "I once tried to live off a dirt of animal crackers, but my brother insisted they didn't have any protein not matter what they were shaped like and made me eat things with actual nutritional value."
"Anyway, I need to show him his new home!" Eliza squeed yet again as she skipped happily to the door on her way home.

Apoxi snorted. Well, at least the lady was happy with her choice.
