Read... go outside for a while... randomly brainstorm... ask friends for ideas... draw... mebbe start out with prompts... etc, etc. I don't know if these'll work for you, they're just things that usually get me going.

What I've been doing lately is creating really good lines, like that I would have my characters say...or like things that they could be doing...and then I build around it.
Of course there are some problems to that....like how to bridge the gap between what you've written and those good lines. But hopefully they'll be so good that your block will be gone.
