OKAY, I'M GONNA SAY THIS ONCE SO LISTEN UP.
We're gonna assign the rank of jutsus you can use according to you rank.
For example, a genin using a summoning or something like the flying thunder god is BULL SH!T.
Chidori and Rasengan I don't care, but like Jiraya's Swamp jutsu thing, you shouldn't be able to use that till special jounin. Why? BECAUSE THAT MAKES DAM SENSE.
