Any person who can hold a pencil and scribble something can open an art shop.
However, you should ask yourself if you're dedicated enough to keep an art shop. To run and have an art shop, it takes a ridiculous amount of time and effort. You have to advertise your art to attract customers, keep your thread afloat for people to see by manually bumping it, keep your customers happy, moderate your own art shop, and of course, draw the commissions when they start pouring in.
If you think you can do all that and make a decent profit from your art, either based on skill or if you can draw really quickly, then go ahead. But, if you want to make more gold for your art, practice drawing some more. You could practice by just drawing what you want, or do some freebies for people; they might even leave you a nice tip!

I agree with Kupocake. If you really want to open your own shop, open up a freebie lounge. You'll find that it really gives you a sense of what it takes to hold your own shop open.
I did that, and was surprised by just how much time it actually takes to get all the art done. I still wanted to open my own at the end of it, but couldn't, and still can't just jet. I'm at Tech School for the Air Force at the moment, waiting for my computer to get here. Should be here within the next few days, then I can finally put something up here, not that my stuff is something really worth showing.
Actually...you might want to see if anyone will open a joint shop with you! That's what I did with the freebie shop, and it really helps when you aren't the one taking the entire workload.

Your examples have very different styles/skill levels, so it's hard to say. The small one that's drawn on paper looks pretty decent. The MS Paint one looks bad, sorry. I don't think people would pay for it (but you never know). It has many problems, but I won't get into that since your skill level seems to be above that. Your hands, feet, and general anatomy seem to be problems. The colouring is also a problem in that you can see the pencil crayon strokes and white spots (I'm not much better with pencil crayons, but I'm just sayin'). Also, the moon is reflect the wrong way in the last picture... I dunno if that's intended or not.
If that small pencil picture is your current skill level, though, I think you can pull it off. There seems to be some problems with it, though it's hard to tell at that size. Still, I think that one's good enough to sell.

Just keep practicing a bit more. And I think it'd be a good idea to be in a joint art shop like I am. For the time being at least.
